There are only two verses in The Torah that contain 7 Words and 28 Letters; Genesis 1:1 and Exodus 20:1.
Genesis 1:1
בראשית ברא אלהים את השמים ואת הארץ
In the beginning, God created the heavens and the earth.
Exodus 20:1
וידבר אלהים את כל־הדברים האלה לאמר
And God spake all these words saying,
Both of these 7 Word, 28 Letter Verses are followed by 10 Commands.
Genesis 1:1 is followed by the following 10 commands:
1) And God said, Let there be light: and there was light. - Gen 1:3
2) And God said, Let there be a firmament in the midst of the waters, and let it divide the waters from the waters. - Gen 1:6
3) And God said, Let the waters under the heaven be gathered together unto one place, and let the dry land appear: and it was so. - Gen 1:9
4) And God said, Let the earth bring forth grass, the herb yielding seed, and the fruit tree yielding fruit after his kind, whose seed is in itself, upon the earth: and it was so. - Gen 1:11
5) And God said, Let there be lights in the firmament of the heaven to divide the day from the night; and let them be for signs, and for seasons, and for days, and years: - Gen 1:14
6) And God said, Let the waters bring forth abundantly the moving creature that hath life...- Gen 1:20
7) ...and fowl that may fly above the earth in the open firmament of heaven. - Gen 1:20

Exodus 20:1 is followed by the following 10 commands:
1) I am the Lord thy God, which have brought thee out of the land of Egypt, out of the house of bondage. - Exodus 20:2
2) Thou shalt have no other gods before me.
Thou shalt not make unto thee any graven image, or any likeness of any thing that is in heaven above, or that is in the earth beneath, or that is in the water under the earth. - Exodus 20:3-4
3) Thou shalt not take the name of the Lord thy God in vain; for the Lord will not hold him guiltless that taketh his name in vain. - Exodus 20:7
4) Remember the sabbath day, to keep it holy. - Exodus 20:8
5) Honour thy father and thy mother: that thy days may be long upon the land which the Lord thy God giveth thee. - Exodus 20:12
6) Thou shalt not kill. - Exodus 20:13
7) Thou shalt not commit adultery. - Exodus 20:14
8) Thou shalt not steal. - Exodus 20:15
9) Thou shalt not bear false witness against thy neighbour. - Exodus 20:16
10) Thou shalt not covet thy neighbour's house, thou shalt not covet thy neighbour's wife, nor his manservant, nor his maidservant, nor his ox, nor his ass, nor any thing that is thy neighbour's. - Exodus 20:17
There has to be something very significant about the numbers 7 and 28. I've covered the significance of the number 7, which is fairly obvious, as we can literally observe 7 throughout our physical realm. Of course, 28 is divisible by 7, which gives us 4. Four represents the the four letters that make up the Tetragrammaton ( HaShem / The Name / LORD - יהוה ). Four is also the Gematria value of אבא ( Abba - Father ); which he is most definitely Our Heavenly Father. 728 is Gematria Value of the Hebrew word שכבות - ( Layers ). This definitely jumps out as when we get into the study of scripture, we can see the many layers of meaning.
It is understood that these commandments were given to Moses on Mt. Sinai in front of the rest of the Nation of Israel. After the first two were received, the people were terrified and requested that Moses receive them and then relay them to the rest of the people.
And all the people saw the thunderings, and the lightnings, and the noise of the trumpet, and the mountain smoking: and when the people saw it, they removed, and stood afar off.
And they said unto Moses, Speak thou with us, and we will hear: but let not God speak with us, lest we die. - Exodus 20:18-19
There are 613 commandments in the The Torah. 2 were given to the people directly through G*d and the the next 611 were given through Moses. The Gematria Value for Torah ( תורה ) is 611.
